I have no issues downloading the OAB as mentioned in my question. Have you tried to move an old user to a new database for a test?

You need to be assigned permissions before you can run this cmdlet. Although this topic lists all parameters for the cmdlet, you may not have access to some parameters if they're not included in the permissions assigned to you.
To find the permissions required to run any cmdlet or parameter in your organization, see Find the permissions required to run any Exchange cmdlet. The Confirm switch specifies whether to show or hide the confirmation prompt. How this switch affects the cmdlet depends on if the cmdlet requires confirmation before proceeding. The DomainController parameter specifies the domain controller that's used by this cmdlet to read data from or write data to Active Directory.
You identify the domain controller by its fully qualified domain name FQDN. For example, dc Taking clients out of cached mode can fix it, if that is possible. I'm not sure which version of Outlook you are using, but you can refresh your GAL by refreshing you download of your addressbook from the server. A window will pop up with some options. Check the 'download changes I'm pretty sure the process is similar in other versions. I know our company's GAL is set to automatically refresh from the server at am every morning, so newly created mailboxes may not show up until the next day for users running in cached exchange mode.
Sometime we have a user who isn't getting the update for one reason or another and I am able to resolve it with a manual download, as described above. Another thing to look for would be the 'hide from exchange address lists' checkbox in the mailbox properties on Exchange. Make sure it's unchecked. Also make sure that the GAL is set to be pushed out for the default offline address book. Also might be worth running an update on the OAB and seeing if that helps. First, to address those who recommend disabling Cached Exchange Mode , this is more of a workaround and not a solution.
Cached Exchange Mode is a more efficient way for typical users to access their messages in Outlook. Mine is set for once a day at 5AM.
