Strange, though, that when I signed both the exe and cab from within VS, it did not seem to work, but manually signing did.

Back to the good old days of batch files then! You probably strong name signed your binaries, not Authenticode signed them. Nope, on both the exe and cab projects I select Authenticode signing and use the priv. Oh well, at least I can now do it, albeit manually. Thanks again for your time.
