I think the wireless config has a problem working over multiple user profiles. Initially, I thought it was because I was attempting to launch bcmwlcpl. While this doesn't answer your question It may be useful to say why we're using a "Send Keys" method. We have these kiosk-mode machines, and wish to have them commonly configured.
Launch the utility under elevated privileges, and then send keys to the utility including the credentials. We use a compiled Winbatch script for this, which allows us to "embed" the credentials so that techs and users can not see them. This worked just dandy for the 's, but the 's are causing this semi-random problem along with minor read: annoying changes in the utility's GUI , which we're still trying to work around. This environment is not running within AD We're moving to AD down the road.
Please uninstall the software and driver for the hardware. Visit Dell's website and download the latest software and driver for this device. Then reboot to reinstall the driver. As this is third party software issue, it is suggested to involve the manufacture support for more accurate information.

Is not advisable to use both, either use the dell utility or the WZC in windows. Having both would cause conflict. So if you intend to use WZC, just uninstall the dell utility. I had to quit Setup at this point.
My hard drive was unbootable and I had to restore a backup. I followed that with an installation of all essential and add-on drivers essentially all my original version drivers. Next, I configured a network connection and firewall. The upgrade to XP Pro was successful even though the upgrade did not configure my graphics card correctly. I've also made a separate backup of the "System State" on my preexisting system. These are in addition to my full image backup of the preexisting system from a month ago.
I've made an image backup of my minimal system Fresh OEM XP Home SP3 with all original drivers installed plus a configured network connection, and a configured firewall. I restored my minimal system. A bootup was successful with a minor irritant. I had to activate Windows.
Next, I tried the upgrade with the slipstreamed XP Pro. It paused at the same place during the upgrade and gave the same error as before:. I then restored only the System State from the preexisting system backup. After bootup I was asked to activate Windows, but answering yes to the question would log me off the system.
